On February 19, 2019, the State E-rate Coordinators Alliance (SECA) submitted a letter to the FCC supporting the recently released Category Two E-rate staff report. However, SECA is also requesting that the Commission “swiftly issue a fast-tracked NPRM to receive comment on the staff report and would like to see new rules in place by July 1, 2019.” Applicants can start requesting E-rate solutions for FY 2020 on July 1, 2019 and all stakeholders need clarity on the Category Two rules going forward.
