On October 17, 2017, the FCC released the Verizon Consent Decree detailing compliance violations that occurred between Verizon and the New York City Department of Education. Verizon enabled a New York City Department of Education consultant to commit fraud which ultimately led to the December 2015 FCC Consent Decree with the New York City Schools. The Verizon Consent Decree also specified steps that Verizon needs to take going forward plus will need to return $17,325,000 to the Universal Service Fund tied to these issues. The FCC has mandated that Verizon will need to designate an E-rate Compliance Officer, develop and execute a compliance plan, create an E-rate operating manual, and provide mandatory training to Verizon employees.
