About $1.5 billion in funding requests are still pending for FY2016. Of the requests that have not yet been funded, two factors stand out as major contributors: applicant and service type.
Applicant Type
Consortia applications are the slowest to be funded. Almost a third (32%) of consortia are still waiting for a funding decision, and the pending requests represents 83% of the overall consortium dollars. (Put another way, only 17% of the consortia dollars requested have been committed.) In contrast, only 10% of individual school applicants still have pending funding requests.

Service Type
Among the types of services to receive discounts, fiber-related projects are the slowest to be funded. 63% of applicants seeking fiber leases (dark, lit, or self-provisioned) are still waiting for a decision.
