On September 21, 2016 the FCC’s Wireline Competition Bureau granted a waiver from the joint Mutual Telephone Company of Sioux Center, Iowa and the Winnebago Cooperative Telecom Association petition regarding specific regulations tied to the Connect America Fund (CAF). In this petition waiver, the FCC reminded CAF participants of the competitive bidding requirements. Participants in the CAF program must bid on E-rate broadband services within their footprint. The FCC requires participant to certify that they bid on category one telecommunications and Internet access services in response to all FCC Form 470 postings. This updated CAF requirement was included in the May 31, 2016 CAF Order.
