On October 27, the USAC Schools & Libraries Committee held their quarterly board meeting. The Board discussed the following issues:
- The Board approved the 1st Quarter 2015 Budget for $13.2 million with a $.2.5 Million Capital budget for IT improvements. The estimated 2015 Annual Schools and Libraries Support Mechanism Programmatic Budget for the year is $51.2 million;
- The Board approved the 1st Quarter 2015 Schools and Libraries Support Mechanism Demand Projection for an October 31, 2014 FCC Filing;
- The Board approved three USAC Internal Audit Division Schools and Libraries Support Mechanism Beneficiary Audits. One of the audits was tied to a consortium applicant who was deemed generally compliant and the other two audits were for service providers. During one of the audits, one service provider accepted responsibility that they were not in compliance with the Lowest Correspondence Price (LCP) regulation. USAC found the other service provider to be non-compliant with LCP rule as well; however, the service provider disagreed with the assessment and the issues tied specifically to this audit have been moved to the FCC for additional guidance;
- The Board provided USAC with guidance that they can open the FY 2015 Form 471 Filing window no earlier than January 7, 2014 and end the application window no later than March 31, 2014. The SLD will provide the exact filing window dates to stakeholders over the next several weeks;
