Over the past several weeks the FCC has sought comment from stakeholders on several forms, the draft 2014 Eligible Services List and the Notice of Proposed Rulemaking (NPRM) to reform the E-rate regulatory process. Below is a snapshot of the active proceedings on which the FCC is asking stakeholders for feedback.

The FCC published a Notice in the Federal Register on July 5, 2013, seeking Paperwork Reduction Act comments on FCC Forms 470 and 471 and instructions (E-Rate). Proposed changes include “collapsing the telecommunications services and Internet access categories into one category of service on the FCC Form 470” and removing Block 2 of the Form 471, replacing it with “questions asking about broadband and other connectivity services” in the Block 5 of Form 471.
Comments are due August 16, and reply comments due August 30.
Paperwork Reduction Act (PRA) comments due September 3.
On July 23, 2013, the FCC released the E-rate Notice of Proposed Rulemaking (NPRM) designed to gather input from stakeholders on a broad range of issues. The FCC is seeking feedback on how to ensure that schools and libraries have access to 21st Century connectivity to support digital learning, on how to maximize the cost-effectiveness of E-rate funds and how to streamline the application process.

On July 24, 2013, the FCC initiated a comment period for stakeholders to provide feedback on possible revisions to Form 479, Form 486 and Form 500.
