Congress apparently recessed over the weekend before it could finish action on a measure that would exempt the Universal Service Administrative Company from coverage under the Anti-Deficiency Act, a move that would enable USAC to once again approve E-rate funding commitments before it had actually collected the funds from the telecommunications carriers.
Although details of the congressional action over the weekend remained sketchy, a Senate staffer reported that the measure did not manage to clear both houses before the chambers adjourned. However, members of Congress are expected to return the week of December 6 to wrap up a variety of business facing the 108th Congress, and the measure could be approved then.
