For several hours today, the online system for granting invoice extensions incorrectly denied requests. USAC has since corrected the error, and requests will be processed properly.
October 28, 2016, is the deadline to submit payment paperwork for FY2015 recurring services. If more time is needed, the FCC rules allow for a one-time invoice deadline extension. Generally speaking, this request must be made within 120 days of the last date of service. Therefore, the deadline for submitting invoice extension requests for most FY2015 recurring services is also October 28, 2016.
Earlier today, USAC’s system for granting invoice extensions denied requests with the explanation that the extensions must “be filed before the last date to invoice.” {Emphasis added.} That was an incorrect statement. FY2015 invoice extension requests can be submitted until today, October 28, 2016.
USAC and the FCC were quickly made aware of the mistake and took steps to resolve the issue. Applicants and service providers who need additional time to complete their extension requests can do so now. As with every step of the E-rate funding cycle, participants are encouraged to document their activities.
Note: the invoicing system itself continued to function properly throughout the day.
There is currently about $541 million in potential FY2015 reimbursement requests that could be submitted. More than 17,000 applicants have until today to file their invoices or submit their invoice extension requests.
