Invoicing Update: Payments for the month of March totaled $138 million against $167 million in requests. USAC processed invoices for 1,401 service providers and 98% of the invoices were processed within 30 days.

Question: A service provider is offering webinars presenting networking solutions for K12. The web site states that qualified attendees will receive a free access point. The value of an access point is more than $20. If personnel of E-rate participating schools or libraries attend the webinar, would E-rate program rules permit them to accept the free access point?
Answer: A service provider selling E-rate eligible equipment to schools is subject to the gift rule and this specific example would be a compliance violation.
Question: If only one line item on an FRN is ineligible, will this cause a complete denial or will USAC work with the applicant to correct the FRN? Also, will an FRN with an ineligible item be considered unworkable and be delayed considerably?
Answer: The SLD will work with the applicant and the commitment should not be delayed due to this issue.
Question: When an FCC Form 474 invoice is short paid, what is the best way to get the details on the short paid amount?
Answer: Use the “Submit a Question” SLD feature to get this resolved.
