On December 7, 2012, the Federal Communications Commission’s Office of Inspector General (OIG) released their semi-annual report to Congress, which covers activity from April 1, 2012 through September 30, 2012. The OIG has a Universal Service Fund (USF) team that conducts “…audits, inspections, investigations and other reviews designed to prevent and detect waste, fraud and abuse” within USF programs.
Significant changes to the E-rate program brought about by the Sixth Report & Order have prompted the OIG to monitor the impact on program stakeholders. The OIG has already initiated a vulnerability and risk assessment of the E-rate and other Universal Service programs.
