The USAC Schools and Libraries Committee held their Quarterly Board Meeting on October 25, and decided that they would alert the E-rate stakeholder community that while they do not have the exact Funding Year 2011 Form 471 window dates available, the window will likely open in early January and close in mid-to-late March.
The main cause for the delay of opening up the Form 471 window for FY2011 is due to the federal process of approving new forms for federal agencies. USAC is awaiting official approval of a new Form 470 and a new Form 471. However, applicants do not need to wait for the new forms as they can still move forward in the procurement process using the current Form 470.
The USAC Schools and Libraries Committee also discussed the Sixth Report and Order and they recognize and understand the confusion over several of the new E-rate regulations including the confusion of the effective dates of some of the new provisions. The SLD is awaiting FCC guidance on how those new provisions should be interpreted.
