The Schools and Libraries Division has announced new deadlines for payment paperwork associated with Year 3 funding commitments that have already been used.
For recurring services, such as monthly telecommunications costs or Internet access, the SLD said that the absolute date by which a Form 486 for those services must be postmarked is Dec. 14, 2001. Those services would have had to have been delivered by June 30, 2001 to qualify as recurring services in Year 3. The SLD said that if a Form 486 is not received by the Dec. 14 date, the funding commitment will be cancelled.
For funding requests that included non-recurring services, such as installation of a network or the purchase of a server, the Form 486 must be postmarked by Jan. 28, 2002-that is, 120 days from the last possible installation deadline of Sept. 30, 2001.
Service Provider Invoice Forms or Billed Entity Applicant Reimbursement (BEAR) Forms associated with Form 486 applications that were received before Nov. 12, 2001 must be postmarked to the SLD no later than Jan. 31, 2002. Invoices or BEAR forms associated with Form 486 applications that were postmarked after Nov. 12, 2001 must be postmarked no later than 90 days after the date of the Service Provider Form 486 Notification Letter.
Applicants who did not receive a Year 3 funding commitment until after March 1, 2001, because of delays associated with an appeal or other administrative matter, are expected to be given additional time to complete this work.
