The reply comment period for Infinity Communications’ Petition for Reconsideration regarding the use of part-time students in the calculation of Category Two budgets for FY2021 and forward closed on Monday, April 20, 2020. Comments were overwhelmingly in support of the petition, with most commenters agreeing that the FCC should revisit the simplified C2 budget calculation rules specified in December’s C2 Order.
Under the new rules, schools may “base student counts on full-time enrollment only,” which commenters believe adversely affects vocational schools, trade schools, and similar facilities whose attendance is made up primarily (or entirely) of part-time students.
