USAC Service Provider Webinar Notes – August 2015

USAC’s Schools and Libraries Division hosts monthly service provider conference calls, providing information and guidance for vendors participating in the E-rate program. Highlights from the August 5, 2015 service provider webinar include:

July 2015 E-rate Commitments

EPC Update

USAC is sending login information to service providers on a per-SPIN basis.  The contact information will be e-mailed to the Form 498 general contact.  Service providers are encouraged to review their Form 498 contact information for accuracy, and monitor that e-mail address for a username and password. 

Invoicing Update

Payments for the month of July totaled $180,748,827.40 against requests for $210 million.  12,848 invoices were processed for 1,566 service providers.  This represented 48,090 lines, with 97% being completed within 30 days.  1,046 lines were in process as of August 5.  Top reasons for rejection include:

  • Duplicate invoices
  • Total commitment paid
  • SPIN not registered (invalid banking data)
  • SPIN not certified (no SPAC)
  • Invalid Form 471 or FRN

Questions Received by E-mail

When is the Connect America Funding Phase II to be implemented and followed by the service providers?

Service providers who are required to respond should be responding to all inquiries in the current application cycle.  More information may be found in the Second E-rate Modernization Order, pages 25-31.

Could you please put a key out somewhere for the headings on the Download 471 Information tool? There is obviously a ton of information in those *.zip files, but not all the heading abbreviations are intuitive.
