On April 9, 2013, the Federal Communications Commission released a Public Notice seeking public comment on E-rate requirements for “bundling devices, equipment and services that are ineligible for E-rate support with E-rate eligible services and products.” Comments were due on May 23, 2013, and a number of E-rate stakeholders responded.
Opinions regarding the Commission’s proposed rules were mixed. Some commenters expressed support for a requirement which would require cost-allocation of all bundled ineligible components, some felt that exceptions should be granted for certain types of service, and others disagreed with the Commission’s proposed rule.
