The SLD recently notified 108 Puerto Rico applicants that their 2001 funding applications will be denied. Puerto Rico Telephone Company and the Hispanic Information & Telecommunications Network are the two service providers affected by this decision. In Funding Year 2001, the SLD has committed $2,198,828,360.
The funding was denied because "Associated Form 470 contains service provider (SP) contact information. Competitive bidding violation occurs when SP associated with Form 470 participates in competitive bidding process as a bidder…"
It is critical that service providers are not involved or even perceived being involved in the school procurement process.
